What AI Agents Are - and What They Are Not

An AI agent is a system that uses a large language model (LLM) as its reasoning core, augmented with memory, tool access, and a planning loop. Unlike a retrieval-augmented generation (RAG) pipeline that answers a single query and stops, an agent can decompose a complex request into sub-tasks, call APIs, query databases, generate documents, and iterate until the goal is met.

Consider the difference in practice. A RAG chatbot can tell a loan officer the status of a mortgage application. An AI agent can pull the latest credit check, compare it against the bank's risk model, draft a preliminary decision memo, and route it to the appropriate approval queue - all in a single interaction. The gap between these two capabilities is where enterprise value lives.

Multi-Agent Architectures

Real-world business processes are rarely handled well by a single agent. Multi-agent architectures assign specialised roles to individual agents that collaborate through an orchestrator. A typical pattern includes:

  • Orchestrator agent - decomposes the user's request into a plan and delegates tasks to specialist agents.
  • Retrieval agent - executes hybrid search against enterprise knowledge bases using Azure AI Search.
  • Tool agent - calls external APIs, writes to databases, or triggers downstream workflows.
  • Validation agent - checks outputs against business rules, compliance policies, and safety guardrails before the final response is returned.

This separation of concerns mirrors well-established software architecture principles. Each agent has a focused responsibility, is independently testable, and can be upgraded without affecting the rest of the system.

The Azure Stack for Enterprise Agents

Microsoft's Azure platform offers a mature, enterprise-grade stack for building AI agents. The key components include:

Azure AI Foundry provides a unified platform for model management, prompt engineering, evaluation, and deployment. It acts as the control plane for your AI workloads, giving teams a single pane of glass for model versioning, A/B testing, and monitoring.

Semantic Kernel is Microsoft's open-source SDK for building AI agents. It provides the abstractions for planning, memory, and tool calling that turn a raw LLM into a capable agent. Semantic Kernel supports multiple planning strategies - from simple sequential plans to more sophisticated step-back and tree-of-thought approaches - and integrates natively with Azure OpenAI Service.

Azure AI Search delivers the retrieval layer that grounds agents in enterprise knowledge. Hybrid search (vector plus keyword), semantic ranking, and integrated vectorisation mean agents can find precise answers from millions of documents without hallucinating.

Azure API Management and Azure Monitor provide the operational backbone: LLMOps and AgentOps capabilities including token tracking, latency monitoring, cost attribution, and automated alerting.

When to Use Agents vs RAG

Not every use case needs an agent. Simple question-answering over a static knowledge base is well served by a grounded AI assistant built on RAG. Agents add value when:

  • The task requires multiple steps that depend on intermediate results.
  • External tools or APIs must be called (e.g., CRM lookups, ERP updates, email sending).
  • The workflow involves conditional logic - different paths depending on the data encountered.
  • Human-in-the-loop approval is needed at specific checkpoints before the process continues.

If the answer to a user's question can be found in a single retrieval step and returned directly, RAG is simpler, cheaper, and faster. If the task requires reasoning over multiple sources, calling tools, or modifying state, an agent architecture is the right choice.

Governance by Design

Enterprise agents must be governed from day one. This means implementing governance and security controls at every layer: model access policies enforced through Azure RBAC, content safety filters on inputs and outputs, audit logging of every agent action, and evaluation pipelines that continuously test agent behaviour against golden datasets.

The architecture should make it impossible for an agent to take an action that hasn't been explicitly approved in its tool manifest. Every tool call should be logged, every decision traceable, and every output auditable. This is not optional for regulated industries - it is the foundation on which trust in autonomous AI systems is built.
